Absolutely. Here is a sample of the cigarettes on a single beach over about 40 cleanups, taken about every two months. The decline in the number of cigarettes from over a thousand to 200-300 per cleanup is a combination of better public awareness, a law banning smoking on the beach, better garbage receptacles, and cleanup efforts like Save the Sea Club. This kind of data from numerous cleanups can enact laws, like the one that banned smoking, and raise public awareness.
The experience of discovering exactly what's on the beach and in our waterways is also a valuable one. Perhaps more important than the trash picked up is the impact of raising awareness and action in the community.
